PLEASE HELP

Submitted is one 13" plaque, made out of iron, but coated with a bronze type paint. It has a profile of Otto Bismark on it, as well as his coat of arms at the top, which is fixed onto the plaque with a slotted screw. On the bottom is a small enamailed swastika, which appears to be attached by JB weld or some other type of chemical. On the back there is a deeply engraved date "1941". It is reputed to be a memorial plaque, given to the survivors of the sinking of the Bismark battleship in 1941, but I have not been able to find any references to this item on the internet. The foundry mark is ST.W , and it has a Stag symbol in a shield
