Civil War Chaplin buckle

Chaplin Belt Buckle – My mother collected Civil War items and this belt buckle is part of the collection. I have searched the internet with no luck and have taken it to a few collectors abut none have seen anything like it. I’m wondering if its even Civil war. I don’t think its Confederate since they had to supply their own uniforms so it maybe Union. Not sure of the value and willing to sell. Help!
