PLEASE HELP

Bull figurine/creamer, nice detail, brown in colour, approx. 6 " in length, 3 1/2 " tall. Has stamped picture of steamship on side of bull. And underneath picture it reads: Steamship Theodore Roosevelt entering the harbor, Michigan City, Indiania. This piece is in very good condition and could have been used as a small creamer because there is a opening on top of bull and the tail curls around to form a handle, as well the mouth is open which provides a spout for pouring cream. I can find no information about it. No markings on bottom. Age? I am thinking it may be from the 1920's - late 1930's, but I'm not sure. A piece of political memorabilia..if anyone can help me, I would appreciate any information. Thank You
