An exceptional Civil War General Order issued at HQ 2nd Infantry Division, Dept of West Virginia, Cumberland, Maryland, April 3, 1865, by Union General Carroll- as gangs of rebel guerrillas frequent raids on the Baltimore & Ohio Railroad are supported by local disunionists, Union Forces will burn the property of all disloyal citizens within a 5 mile radius of the raids, and for every Union soldier killed by raiders, the nearest resident rebel sympathizer will be hung! This order issued by General Samuel S Carroll in response to Jessie McNeills Confederate partisan raids on the B& O RR was quickly countermanded by President Lincoln. This is the first copy of this order I have seen. 1p 8 x 5", fold but overall exc.
